California Shifts Focus to Permanent Supportive Housing

On Thursday, November 21, stakeholders convened at the California Department of Housing and Community Development (HCD) to discuss the proposed FY2013-14 Notice of Funds Available (NOFA) for Emergency Housing and Assistance Program Capital Development (EHAPCD) Conversion. With this NOFA, previous awardees of EHAPCD loans can apply to convert existing emergency shelters and transitional living facilities to permanent supportive housing projects with new loans. These funds are made possible by the recent chaptering of AB-873 (Chau) and AB-1109 (Bonilla).

This meeting marks an important trend of enacting state legislation to increase the amount of permanent supportive housing, known to be a best practice in efforts to end homelessness.
